Breaking scenarios by the company's mid-term targets and the current price: in the neutral case, group comparable EPS of about €0.36 and a 30x valuation correspond to about $12, still 20%-25% downside to the current price; the optimistic case needs AI&Cloud orders to keep accelerating, 2026-2027 EPS reaching €0.45, and 35x to support $17-18. A more reasonable range for new positions is $10.5-12.5, and the pre-mortem lays out scripts of "AI optical-networking orders being just front-loading rather than a long runway"+"Infinera synergies delivering only half", with the valuation compressed from 35-40x back to 20-25x, so a halving is not far-fetched. Hard signals requiring re-evaluation: Optical/IP growth falling back, book-to-bill dropping below 1, MI gross-margin improvement stalling, and Infinera synergies landing slower than planned.

Research Summary

The single most common misreading of Nokia today is that many people still picture it as a "phone company." For the listed entity itself, that image is long out of date. Today's Nokia is a communications-equipment and technology company built around network infrastructure, mobile-network software, and standard-essential patent licensing; the "Nokia" on consumer electronics is now mostly brand licensing, no longer a profit center. Under Nokia's newly restated reporting, 2025 revenue came mainly from two segments: Network Infrastructure at EUR 7.646 billion and Mobile Infrastructure at EUR 11.409 billion, plus Portfolio Businesses at EUR 845 million; from 2026 the company will formally report through two main operating segments plus one Portfolio Businesses segment slated for disposal. What actually improved profit quality was not "nostalgia phones" but three things: high-demand infrastructure such as IP and optical networking; software and standards licensing within mobile networks; and portfolio rebalancing driven by M&A, spin-offs, and cost restructuring.

What the market is trading right now is also not simply a recovery in traditional carrier capex, but "whether Nokia can be re-rated from a low-growth telecom-equipment stock into a beneficiary of AI network infrastructure." This narrative rests on three pillars. First, after completing the Infinera acquisition in 2025, Nokia suddenly gained stronger North American and hyperscaler exposure in optical networking, and its roadshow materials framed the deal as a key step to expand optical-networking scale and strengthen its webscale customers and product roadmap. Second, in October 2025 NVIDIA took a US$1 billion strategic stake of roughly 2.9%, which the market treated as validation of the "AI-native wireless" narrative. Third, in the Q1 2026 report Nokia disclosed that AI and cloud customer sales grew 49% year over year, and it raised its 2026 Network Infrastructure growth outlook to 12%-14%, with Optical + IP Networks expected to grow 18%-20%. Together, these three pushed the share price to its highest level since April 2010.

The ups and downs of the past few years actually correspond to entirely different market languages. In 2023 Nokia cut guidance, reflecting weakening carrier spending, slowing North American orders, and the trough of the 5G cycle; in July 2025 the company again cut its full-year profit guidance, but the main cause was no longer pure demand collapse — it was a weaker US dollar and tariffs that lowered the comparable-operating-profit outlook from EUR 1.9-2.4 billion to EUR 1.6-2.1 billion; after Q3 2025, the share price was lifted again by optical networking, AI data-center interconnect, and M&A-integration expectations. In other words, this stock has not climbed along a smooth fundamental curve; it has been rewritten from a "5G-cycle victim" into an "AI-networking beneficiary." That is why, for the same Nokia, a year ago the market was watching carrier budgets and today it is watching hyperscaler orders, optical modules, data-center switching, and AI-RAN.

The most important bull-bear disagreement right now is not "whether the company has improved" but "whether the improvement is worth today's price." Bulls would say Nokia has finally connected its slowest, hardest-to-narrate telecom-equipment business to the high-growth segment of AI data centers and optical networking; the Infinera deal gives it a stronger North American and webscale position, while the standards-licensing business provides a cash-flow base, so the new valuation center is justified. Bears would say the share price is already priced on the "new story" rather than "new profit": 2025 full-year revenue grew only 3%, comparable operating profit was EUR 2 billion and comparable EPS was €0.29; the Q1 2026 report was good, but heading into earnings the public consensus for the full year was still only EUR 2.289 billion of comparable operating profit and €0.32 of comparable EPS. If the market too quickly treats a company still heavily exposed to carrier capex as a high-purity AI-infrastructure stock, it creates significant risk of an expectations drawdown.

Looking at the intersection of fundamentals, competitive landscape, and capital-market expectations, Nokia today is neither "high-quality compounding growth" nor "structural decline." The more accurate label is a company in transition, and one in the middle of a valuation re-rating. Its old engines — traditional carrier wireless access and core networks — are still large and still profitable, but slow-growing and cycle-heavy; its new engines — optical networking, IP, data-center switching, AI and cloud customers, defense and mission-critical private networks — are accelerating, but their share is not yet large enough to lift the whole company out of the telecom-equipment cycle. The company has long proven it can survive major setbacks, slim down, acquire, and restructure; but it has not yet proven it has completed the leap from "carrier-equipment supplier" to "AI network infrastructure platform." That difference is critical to any investment judgment within a three-month horizon.

The Company's Vertical History

Nokia did not begin in communications. Its roots go back to a pulp mill in 1865; in 1967, three Finnish companies — in pulp, rubber, and cable — merged into today's Nokia Corporation. Its primary listing in Helsinki dates back to 1915; the US market was not a typical "IPO funding story" but an ADR program launched in 1994, and the NYSE page shows each ADR corresponds to one common share. The Paris listing was restored after the Alcatel-Lucent acquisition in 2015, but the company voluntarily delisted from Euronext Paris at the end of 2025. In other words, Nokia's capital-market path is not the Silicon Valley template of "startup — IPO — expansion," but the story of a century-old industrial company continually rewriting its core business and repackaging itself for the capital markets.

The first truly fate-changing turn came in the era of European telecom deregulation and the rise of GSM. In the 1980s Nokia built digital switches and car phones, then rode the global rollout of GSM, ultimately becoming the world's mobile-phone champion from the 1990s into the early 2000s. This phase's success came essentially from two things: management made extreme focus choices across multiple businesses, shifting resources from traditional industrial goods toward mobile communications; and industry standardization brought scale effects that amplified brand, channels, hardware engineering, and supply-chain management together. The problem is that this success also planted the seed of the second turn: when smartphones shifted the competitive core from hardware engineering to software ecosystems, Nokia's original advantages began to fail.

The second turn is the well-known but often oversimplified "phone collapse." In 2011 Nokia allied with Microsoft and adopted Windows Phone as its primary smartphone platform; at the time the company still expected to sell about 150 million Symbian devices, but its 20-F clearly records that demand fell faster than expected, causing smart-device revenue and gross margins to deteriorate together. In 2013 the company announced the sale of its Devices & Services business to Microsoft, and completed the deal in 2014 for EUR 3.79 billion in cash plus a patent-licensing arrangement. For today's Nokia this is not an awkward past but the watershed that decided the company's life or death: only by cutting off the "branded phone company" did it get the chance to reshape its valuation foundation into network equipment and patent assets.

The third turn was "scaling up the surviving network business." In 2013, Nokia bought out Siemens' 50% stake in Nokia Siemens Networks for EUR 1.7 billion, taking full control of the network-equipment assets; in 2015 it announced the acquisition of Alcatel-Lucent, began integrating operations in 2016, and ultimately brought fixed networks, IP/optical networking, Bell Labs, and a more complete carrier product stack in-house. The strategic choice was clear: since it had already lost in phones, it would fight for a long-term ticket in a telecom infrastructure market that leaves only a few oligopolists worldwide. The problem was equally clear: the Alcatel-Lucent integration expanded revenue and footprint but also markedly raised organizational complexity and R&D burden. Nokia's revenue reached EUR 23.6 billion in 2016, but over the following years it kept digesting the acquisition, overlapping product lines, and 5G product-cadence issues.

The fourth turn was the "reset — accelerate — scale" rebuild that Pekka Lundmark drove from 2020. At the 2021 Capital Markets Day, Nokia admitted its old "end-to-end" equity story no longer worked and began shifting its focus to technology leadership, cloudification, and new business models; the same year it announced plans to cut its cost base by about EUR 600 million by the end of 2023 to offset reinvestment. When carrier capex stepped down in 2023, the company announced cumulative savings of EUR 800 million to 1.2 billion by the end of 2026, and cut headcount from about 86,000 to a range of 72,000-77,000. The most important consequence of this phase: Nokia stopped fantasizing that the entire telecom-equipment basket would take off simultaneously, and began actively acknowledging that different businesses have different quality, so high-margin, strong-cash-flow businesses had to offset low-growth, high-cycle ones.

The fifth turn is now. In February 2025, Justin Hotard, from Intel's Data Center & AI Group, succeeded Lundmark as CEO; the Infinera deal closed at the end of February; in October NVIDIA took a US$1 billion strategic stake; and at the November Capital Markets Day the company simplified its organization into two main segments — Network Infrastructure and Mobile Infrastructure — while moving several non-core assets into Portfolio Businesses, explicitly stating it would evaluate the optimal path to value realization. The subtext of this move is blunt: Nokia used to sell the capital markets a "big, all-in-one telecom supplier"; now it wants to tell a story of "a growth platform for fixed, optical, IP, data-center switching, and AI-native networks," while marginalizing low-quality, low-synergy, low-strategic-fit assets.

Putting the financials back on this timeline makes it clearer where the business actually changed. In 2016, after the Alcatel-Lucent integration, Nokia's revenue was EUR 23.6 billion; by 2024, full-year revenue had fallen to EUR 19.22 billion; in 2025 it rebounded to EUR 19.889 billion, with comparable operating profit of EUR 2 billion, free cash flow of EUR 1.5 billion, and an FCF conversion rate of 72%. Looking at the restated 2025 segments, Network Infrastructure revenue was EUR 7.646 billion, up markedly from EUR 6.285 billion in 2024; Mobile Infrastructure revenue was EUR 11.409 billion, below the EUR 12.191 billion of 2024 — showing that growth came mainly from optical, IP, and fixed infrastructure rather than wireless main equipment. The 2024 profit also included more than EUR 700 million of one-time benefits, so 2025 profit looks flatter on the surface; looking at cash flow instead is closer to the true operating color.

Share-price history is best understood the same way: not a line that gets "better and better," but several rewrites of fate. The peak of the phone era corresponds to the consumer-electronics ecosystem; after selling phones, the market applied an "asset-restructuring + network-equipment" discount; the Alcatel-Lucent integration and early 5G execution problems kept the valuation suppressed for a long time; weak carrier spending in 2023-2024 continued to weigh on it; and from Q4 2025 into Q1 2026, AI, Infinera, NVIDIA, and guidance upgrades together drove the share price to jump. Reuters directly noted that after the Q1 2026 report, the share price rose to its highest since April 2010. This means that buying Nokia today is no longer buying "the old Nokia in distress" but "the new Nokia after it was renamed."

Business Model and Moat

Nokia's business machine today looks like two segments on the surface, but underneath it runs on three completely different ways of making money. The first is selling hardware and systems integration to carriers, cloud providers, and enterprises — typified by optical networking, IP routing, fixed access, and wireless equipment; the second is selling software platforms and core-network capabilities, where gross margins are typically higher than pure hardware; the third is licensing standard-essential patents and multimedia, consumer-electronics, and other IP to others, which produces the best cash flow and is the most capital-light. Under the restated 2025 basis, Network Infrastructure revenue was EUR 7.646 billion with operating profit of EUR 770 million and an operating margin of 10.1%; Mobile Infrastructure revenue was EUR 11.409 billion with operating profit of EUR 1.525 billion and an operating margin of 13.4%. Within MI, Technology Standards contributed only EUR 1.501 billion of revenue, yet it is one of the "ballast stones" of the entire segment's profit quality.

Behind this table lies an important reality: Nokia today is best viewed as a "portfolio company," not a single-track company. If you only look at "carrier wireless equipment," it can hardly be called high-growth; but if you put optical networking, IP, data-center switching, Mission Critical, and patent licensing together, the company really is more flexible than a pure Ericsson-style RAN exposure. The 2025 annual-report page disclosed that the Telecommunication providers serviceable market was EUR 69 billion, up only 2% year over year; the AI & Cloud serviceable market was EUR 17 billion, up 28% year over year; and the Mission-critical enterprise & defense serviceable market was EUR 13 billion, up 11% year over year. In other words, Nokia did not suddenly "become an AI company"; it carved its high-growth parts out of the original large basket and put them forward to tell separately.

The cost structure gives this company natural operating leverage, but the leverage is uneven. The wireless and core-network businesses rely on continuous R&D to maintain generational competitiveness, and Network Infrastructure also needs to advance the roadmaps of optical components, chips, and system-level products, so R&D is a fixed cost that cannot be easily cut; under the restated 2025 basis, NI R&D expense was EUR 1.518 billion and MI R&D expense was EUR 2.889 billion, together already near EUR 4.4 billion. When revenue expands, profit is amplified; when revenue falls, profit is quickly eroded too. The Q2 2025 profit warning was typical: demand did not collapse, but US-dollar and tariff disruptions layered on top of high fixed costs made profit extremely sensitive to external variables. By contrast, licensing revenue like Technology Standards is lighter, steadier, and more like a "high-margin franchise," but its scale is not yet large enough to fully cover the cyclical swings of the equipment business.

Nokia's genuinely valid moat is not "brand" but four more specific things. The first is its standard-essential patents and licensing system. The company discloses 26,000+ patent families, and Technology licensees still brought in EUR 1.5 billion of revenue in 2025; this business has low capex and a clear bargaining model, and is one of the few assets that can still provide high-quality cash flow in a headwind cycle. The second is its carrier-grade installed base and switching costs. Core networks, wireless, IP routing, and transmission equipment are not ordinary IT purchases; migration involves national-level network availability, compliance, and years of maintenance support, so the advantage of an incumbent supplier is real. The third is its "trusted supplier" status in a regulated environment. Against the backdrop of the EU's 5G Toolbox and continuing high-risk-supplier restrictions, European vendors like Nokia/Ericsson enjoy a natural bonus in certain markets. The fourth is Bell Labs and long-term R&D accumulation, which does not guarantee commercial success but at least keeps the company at the table for next-generation technologies like 6G, AI-RAN, and optical interconnect.

Conversely, two "moats" that market marketing often exaggerates should be discounted. First, phone-brand nostalgia is essentially irrelevant to the listed company; consumer memory does not automatically turn into carrier-equipment orders. Second, the scale barrier in the telecom-equipment industry is real, but it does not mean profit must be stable, because customers are highly professional, tenders are transparent, and product substitution is not slow. Nokia itself acknowledged this through reorganization: the company put several low-synergy, low-profit, non-core units into Portfolio Businesses, showing that "doing everything" is not a moat but may instead be a source of discount.

At the governance level, Justin Hotard's arrival matters more than a simple personnel change. The board choosing an executive from Intel's data-center and AI division, rather than a more traditional telecom-equipment manager, is a vote by action: the main line for the next three to five years is not to defend the old telecom business but to seize the network-layer value of the AI era. At the same time, the board has not given up on shareholder returns: it launched a buyback of up to EUR 600 million in January 2024, and in November announced a buyback of up to 150 million shares for no more than EUR 900 million to offset Infinera share dilution, and cancelled 150 million shares in April 2025; under the 2026 AGM, the board has resolved the first FY2025 dividend of €0.04/share, with a full-year cap of €0.14/share. The CEO shareholding requirement is three times base annual salary, and Hotard's total holdings (including restricted shares) are already well above the requirement. The catch is that Hotard is still in his proving period: his new story is compelling, but truly converting AI and optical-networking growth into stable company-wide profit will take more quarters to verify.

Industry Cycle and Horizontal Competitors

The "communications equipment" space Nokia occupies can no longer be crudely treated as a single industry. It must be split into at least three layers: one is the traditional carrier-side wireless access network, core network, and fixed access; one is the network infrastructure of optical transmission, IP routing, switching, and interconnect for data centers; and above that is standards licensing and software. The problem is that these three layers grow at completely different speeds. In its 2025 annual report Nokia itself gave very blunt serviceable-market growth rates: the carrier market grew only 2%, the AI & Cloud market grew 28%, and mission-critical enterprise and defense grew 11%. Dell'Oro, meanwhile, noted that the global telecom-equipment market returned to growth in 2025 after two consecutive years of contraction, with full-year growth of about 2%-3%, while the RAN market merely "stabilized" at around US$35 billion. In other words, the industry as a whole has not suddenly become high-demand; what is genuinely high-demand is the small slice related to AI data-center bandwidth and interconnect.

This determines that Nokia's cyclical character is "hybrid." It is simultaneously affected by the carrier-capex cycle, the technology-iteration cycle, the FX cycle, and the policy cycle. In an upswing, what pulls the most elasticity is usually not traditional wireless but optical networking, IP, webscale orders, and licensing signings; in a downswing, the most fragile parts are carrier spending deferrals, a weaker US dollar, tariffs, and price competition. The July 2025 profit warning was a textbook demonstration: it was not that the industry suddenly declined, but that variables the capital markets previously underweighted — the US dollar and tariffs — directly compressed the profit range. Correspondingly, what the market most rewarded in the Q1 2026 report was also not a wireless recovery but the acceleration of Network Infrastructure, especially Optical.

Policy and geopolitics are not a footnote for Nokia but a valuation factor. The EU's 2023 5G Toolbox implementation report already publicly expressed concern about certain high-risk suppliers; by May 2026, the European Commission further recommended that member states exclude Huawei and ZTE equipment. Germany has also required removing Chinese components from 5G core facilities before 2026, and expanding this to broader network layers before 2029. For Nokia/Ericsson, this means part of Europe's replacement demand is a long-term tailwind. Conversely, China's security reviews and localization tendencies are squeezing the space for European and American vendors; the FT reported that Nokia and Ericsson's China-related market share has already fallen from 12% in 2020 to 4% in 2024. This is not a one-time shock but a long-term structural constraint.

Placing Nokia within its peer group makes it clearer what it has actually grown into today.

If you write these companies as "people": Ericsson is like a purer wireless engineering shop, also more at the mercy of carrier budgets; Cisco is like an enterprise-networking and software giant that has already completed high-quality platformization with markedly higher margins; Ciena is like a sharp player with very high optical-networking purity, the most direct beneficiary of AI-bandwidth tailwinds but with higher customer concentration; Nokia is like a veteran industrial-technology company in the middle ground — it has thick foundations such as licensing and carrier installed-base relationships, as well as re-accelerating businesses like optical networking, IP, AI-RAN, and defense private networks, but it is not yet as high-quality as Cisco, nor as "pure" as Ciena. This is exactly why the market keeps repricing it.

In terms of ecological niche, Nokia is neither an absolute leader nor a follower. The more accurate way to put it: in carrier networks it is a core supplier; in optical/IP it is a second-tier player charging toward the first tier; in AI network infrastructure it is a challenger fighting for a voice; and in patent licensing it is a mature cash-flow harvester. The Infinera deal gave it a stronger North American and webscale presence in optical networking; Reuters, citing the EU approval outcome, said that after the merger Nokia holds about a 20% share of the optical-transport equipment market, becoming the second-largest supplier after Huawei; Dell'Oro noted that both Huawei and Nokia gained in global RAN share in 2025. In other words, Nokia is not fully seizing others' profit pools but gradually encroaching on the edges of multiple growth pools.

Current Fundamentals and Valuation

The cadence of the past four quarters is almost a live record of "how the market narrative changes face."
